Hard to say without pictures but the rear quarter panel needs to be cut and welded in. That job alone is upward of $1K USD. $2,200 for all the body panels and paint is one **** of a good deal!
Here in Miami quality paint (just paint!) jobs start at $2K USD.

Based on my experience last year with the repair of the right rear panel and bumper cover, followed by painting of the panel and blending to existing (original) paint, that is a very good price for a quality job. The clearcoat painting does seem to get pricey. I had the shop also repair some rust in the rim of left rear wheel well, and even with the car in the shop for the larger job, that was another $300-350. The shop did a perfect job though.
