Default egr issue?? car wont start without obd tool plugged in...weirdest ever!

so new millenia owner...so far seems like a nice ride,
01 millenia s, 160k, and had a check engine light come on, so i got a actron scan tool and figured out it was p1402 and the strangest thing ever, with only having tool plugged in to run real time data and having it plugged in for no more than 10-15mins, after i shut off the car and unplugged the tool, i couldn't get the car started again later until i plugged in the scan tool again...all the lower dash lights come on, gauges don't light up and fan starts blowing, so i contacted actron tech support and they never heard of anything like it. i figure somehow the car mistook the tool as part of it's system and now became part of the car.
anyone with same thing...? help! i need to get this fixed 'cause the tool is a rental and has to be returned, in meantime i can't get the car started otherwise
also, anyone had the p1402 come on..? i suspect restricted egr flow from exhaust or into manifold...any common faulty issues with this car and egr?

unplug the battery for a few minutes with the door open to kill any remaining charge
and hope the tool didn't damage the ECU by hot plugging it

dont plug it in again
