hesitating engine.

hi guys hope someone can help me up whit my littel problem.

my littel 1.3 sohc 16valve b3 motor started to hesitate when revs get to 3.5k after that point it continues to rev normaly, when i release the gas pedal the revs go up alone before going down again. sometimes the engine even stalls and i will need to give it a good rev up to bring it back to narmal..

i also tryed to changed plugs, lead and plugs but the problem persisted i think its somthing from the carb??
