98 Mazda Protege

I recently bought a 98 protege with 73K on it... I had a shake in the front passenger side tire (now back passenger)... new front breaks, bearings are in great condition, any suggestions to what it may be? The car was owned by a 91 year old man prior and the car spent a lot of time just sitting; is it possible that it is just a flat spot and will work itself out? Also, will rain guards for a 99 protege fit on a 98?
