Default Stuck caliper

The rear caliper on the passenger side of my '95 Mazda mx6 seems to be permanently stuck. I have had to change that caliper twice now in as many years because every time I change the brake pad the caliper will not go back in, and so I can not fit it back over the pads and rotor. I keep having to change that brake pad because it wears down so much faster than the other pads. I just changed the pads, rotor, and caliper a few weeks ago. Now after a few minutes of driving, it starts to make a high pitched, extremely loud squealing. It is doing this because the brake pad on that side is permanently pressed against the rotor. What could be wrong with my brake system that would cause my caliper to be permanently depressed? Thank you in advance for your help.

This happened to me w/ my 626 and it had to do w/ the cold Wisconsin winters, ice (and rust) can cause problems w/ the brake cable, give that a check.
