isnt that where the contacts for the headlight switch would be located? i see wires coming from that area

fuses can be sneaky. i would use a multimeter to check them, could be a bad connection.
And measure to make sure there is electricity coming in.

i have replaced all of them but never checked with the a meter a may try that, the thing is that the dash lights used to go off and on (tail lights im assuming too) when the turn signals were on, so that leads me to believe the problem is in the indicator or the steering column... i dunno i just know i cant afford a tech to waste hours trying to figure it out the same way i could

yeah sounds like the stalk had it, i would just replace the whole thing (or at least test it first with a known working unit)
