Ok, so it is a 93 B2200 Manual EFI truck

It had an issue with cold starts but not it is all the time.

Start the truck, revs up, then comes down to idle. Sits for a second, then goes down to an almost stall. putters for a bit then dies.

If I push the gas pedal, it dies instantly, but if i hold it down ever so lightly, (enough for it to pull away from the idle switch on the Throttle body) it revs higher with no issues. If I go any further it starts dying.

New Fuel Filter, Plugs, Wires, Cap and rotor.

Any ideas?

Yeah, your main culprits are
Throttle Position Sensor (disconnect it and see if it improves)
MAF sensor (disconnect it and see if it improves)
ECU (visually inspect the board for corrosion, common problem, most vintage Mitsubishi computers will eventually fail.)

I have a 2600i that was doing the same thing....Went through a lot of trouble and parts and stumbled on this guy in ebay motors..."mandigital"....who will repair your ECM in 24 hours with lifetime guarantee.....It costs 80 bucks and is well worth it.....Check your serial number and make sure it matches one of the ones on his page.....My guess is, its the ECM....
