Buffing the car

Buffering the car with wax should take out the light scratches right? Its hard not to get a scratch on your car esp on the bumper , when you park sometimes people bump the bumper. I have mothers scratch remover but i think all those scratch removers are garbage they dont get the job done at all

I was thinking because i have a scratch about 1in or alittle less on my bumper will touch up paint do the trick? and if so can you tell really it was painted over if dont correctly
