Weak air conditioner

My A/C is terrible. I'm looking for a post similar to this where someone posted a service order that was issued for the a/c problem of the Fortes. Why the A/C doesn't get cold is due to a connection problem...I don't remember the post exactly. All I remember is that the service order was for Fortes manufactured from June to August 2009, and that the problem was suppose to be fixed by the dealers before selling you the car. Obvious this wasn't done for most. Has anyone came by this post?

Some Forte/Forte Koup vehicles manufactured from July 16th to August 20th, 2009 may experience concerns of inoperative A/C blower, high/low cooling fans or engine starter motor. The concern may be caused by poor contacts inside the four (4) relays located in the engine compartment junction box as shown below. It is recommended that any vehicle within this production range be repaired prior to retail sale to a customer. Additionally, any vehicle coming in for service should be checked and if necessary repaired before it’s returned to the customer.

I've tried running the max ac button, but find if its really hot out or humid that it seems not to change for my car its always about the same.. cold but not icy cold

Also, has anyone else noticed this? With recirc. off, my fans get louder/blow harder below 40 mph or so? Once I hit 40, they sound like they slow down, then when I get under 30 they speed back up? Only happens with recirc off, and always speeds up at exactly 30 and speeds down at 40. Most noticeable on '4', but I can hear it on any other speed.
