I live in Canada and all the literature (including the sales brouchure) say 188 km/h or about 118 mph - regardless of engine or options for the Mazda 3. These speed limiters are in the programming of the PCM.
Car makers have been putting speed (and Rev Limiters) on cars ever since they started using computerized EFI systems. Sometime in the mid-90s, certain Government agencies required to set the limiter to not exceed the speed rating of the stock tires that came on the car.
Eventually someone will come up with a hack for the computer where you'll be able to remove the speed limiter (or set it to an very high number like 255 mph). It really depends how popular these cars become and if some aftermarket company like Hypertech sees a market.
