Tools needed: Phillips #2 screwdriver to drop the fan which should be done once at it. Umm, that's about it. Flashlight for inspection is handy.

The filter is the same for both Xedos and Millenia, AFAIK all years. At least the Millenia 01 onwards filter fit in my 00 Xedos 9. There is major money saved ordering parts overseas here in Norway, typically a third of the price... The cabin filter should be replaced at least every second year, or maybe once a year if driving regularly in dusty conditions. Here the typical winter road dust due to stud tires and dry sanded roads makes frequent replacement necessary. For reference I need to wash my K&N every spring.


First, take off the cover under the passenger dash area, start by pulling it backwards near the door, then downwards to loose two clamps in front and finally backwards again to release the inner clamp.

Then take off the wing nut, and take off the braquet which is secured by it:



Then pull down the black part which is held in place by the braquet, sort of a square plug with gasket. Then pull down the rear part of the filter:



The filter is parted in two, take hold of the plastic tag under the front part and pull it backwards, to drop it through the opening. Also stick the fingers up into the hole and remove any remaining objects upstream the filter (towards right).
Lots of dirt were evident:



I also dropped the fan and removed dirt and objects. The side panel in front of the door had better come off to get access to the fans screws, the door opening moulding must come off first. Just pry it upwards with the fingers and it comes off, 3 or 4 clips under there. The fan screw towards the right is abit aquard to reach.



Getting the pieces back is fairly straight forward part from the mentioned aquard fan screw which is a PITA. Be aware not to drop it into the structure in front of the passenger door...

I hope this guide is of some help, unfortunately the cell pics are not too good. When done you can enjoy the improved cabin airflow as well as a less noisy fan

I have regular bolt instead of a butterfly.

Yup, mine too. 10mm socket was required to get it loose.

Default did they have this filter on all years

I have 99 and cannot find the filter I see plastic molded place were it seems like it should be in the pic but no bracket or wing nut

That's because only the 01 onwards Millena features a cabin filter

Sound and looks like you could just cut out that piece thats out lined and fab a bracket to hold it all in place with out going through all the work Xedosman did on the removal. Space would the limiting factor. Been wondering about this filter though going to look for mine.

Someone has a thread describing air filter retrofit for pre 01 millenia. I have his pdf if you cant find.

Xedosman didnt go through a lot of work imo. Actually he didnt use any tool other than his hands..

This is correct, taking a few cellphone pics tooks more time than replacing the filter Dropping the fan is slightly more involving but still very easy compared to many other cars.

Obviously my filter is stock, the retrofit job is another story but still it seemed like an awesome upgrade compared to the work involved, IMO.
